Most AI safety tooling tells you what happened. Gatekeeper decides what is allowed to happen, before it does, and hands you a record you can prove. The paper lays out the whole architecture: the proposal-commit boundary where every action is resolved to permit, escalate, or block; the OWL 2 DL ontology and Standard Deontic Logic behind the verdict; statute binding through permanent identifiers; and the SHA-256 artifact chain that makes the record tamper-evident.
It also states plainly what Gatekeeper deliberately does not do, and the conditions under which the claims would be considered refuted.
