Claim boundary
The paper does not claim commercially useful fusion, net-positive energy, a validated nuclear-physics predictor, reactor design, or hardware-safe operation. The current system is a software simulation and governance environment.
The current environment combines a lattice-confinement simulation with a deterministic pre-execution authorization layer. It exposes candidate material, loading, energetic input, thermal behavior, modeled state evolution, and governance decisions in a reproducible software setting.
The proposed next step is deliberately measurement-first. Simulated state must be replaced with measured physical state, calibrated evidence, and independently selected diagnostics before any hardware-facing claim advances.
A negative result is an acceptable outcome. No phase advances merely because the simulator predicts success. Advancement requires independently measured evidence and laboratory approval.
